Import Regulations for Iran

A complete guide to documents, permits, and import laws — everything you need to clear goods through Iranian customs.

Required Documents for Import

Commercial Card (Kart-e Bazargani)

The most important document for commercial imports. Must be valid and issued by the Iran Chamber of Commerce. Commercial clearance is not possible without it.

Bill of Lading (B/L)

Transport document issued by the shipping company. It contains sender, receiver, cargo type, and container specifications.

Commercial Invoice

Official seller invoice with full product details, quantity, unit price, and total price. Information must exactly match the Bill of Lading.

Packing List

Details of cargo packaging: number of packages, net and gross weight per package, dimensions, and packaging type.

Certificate of Origin

Confirmation from the Chamber of Commerce of the origin country (China) stating the goods were manufactured there. Essential for preferential tariff rates.

Power of Attorney

An official power of attorney from the cargo owner is mandatory for customs clearance by a licensed customs broker.

Key Regulations & Requirements

Mandatory Standards

Many imported goods are subject to mandatory standards by the Iranian National Standards Organization. Items such as home appliances, toys, electronics, and construction materials must have a standard certificate.

Health Permits

Health-related goods (food, cosmetics, medical equipment) require permits from the Ministry of Health or the Food and Drug Administration.

Import Registration (Sabet-e Sefaresh)

Before goods enter Iran, an "Import Registration" must be completed in the Comprehensive Trade System. This permit confirms the goods are allowed to enter and that foreign currency has been allocated.

Customs Valuation

Iranian customs assesses cargo value based on the invoice and global rates (World Bank). Under-declaring cargo value results in heavy penalties.

Import Registration

Submit an import request in Iran's Comprehensive Trade System and obtain the Import Registration permit.

Cargo Shipment

Ship goods from China via the appropriate method (sea/air/rail) and receive the Bill of Lading.

Submit Documents to Customs

Deliver complete documents (B/L, invoice, packing list, certificate of origin) to your customs broker.

Assessment & Payment

Customs expert assesses the cargo, determines the customs value, and duties and taxes are paid.

Green Permit & Cargo Release

A green customs permit is issued and the cargo is released from the customs warehouse.
